Hey everyone who's reading this post!

Can you rephrase the following sentence for me please? I don't quite understand what 'submit' means in these sentences:
  1. Libya has offered to submit the dispute to international arbitration.
  2. You may voluntarily submit yourself to the jurisdiction of this country's courts.

You may voluntarily allow yourself to fall within the jurisdiction of this country's courts.
