Please have a look at the sentence - "PARIS—French officials Thursday took a new approach to defending the country's triple-A rating as they await the outcome of a review by Standard & Poor's Ratings Services: say the U.K. is in a worse position."
Please explain to me what does "say " mean here. Many thanks.

This looks like something set out by a news agency. I assume they would write 'they say...' in a full report.
