How you are impacted on the rupee value decrease?
Is it correct? Please help me.
It means little to me. Did you want to ask, "How did the fall in value of the rupee affect you?"?
Context is always important; labelling is rarely important.
How has the decrease in the value of the rupee impacted [up]on you?
We don't usually use the verb "impact" in such constructions as "How have you been impacted by ...?" because the usual verb there would be "affect" ("affected by")
The decrease in rupee value has impacted upon many sectors/people/companies/countries.
