gerund, infinitive, or both? My stratgegy to go to Univerisity is learning English.
This is from an intermediate student on a quiz.
Aside from the awkwardness of it, shouldn't it be
My strategy to go to University is to learn English...?

Learn English so he can attend university?
Or go to university so she can learn English?I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
