    Default Seismic/earthquake countermeasures

Is there any difference in meaning between "seismic countermeasures" and "earthquake countermeasures"?

Seismic activity includes even those movements of the earth which cannot be felt at the surface. These lesser movements would not be classified as earthquakes. So yes, there is a difference in meaning.
