    Is there a difference in meaning?read here is verb?

    Only the first, using the to-infintive form of the verb, is correct. The bare infinitive of the verb, read is not possible as the subject of a sentence.

    We coud also use the gerund, reading; this is more common.

    Context is always important; labelling is rarely important.
