In the following sentence, do I need a comma before 'and'? If not, could you tell me why please?
This is the last time you arrive here without a tie, and you mustn’t arrive late another time!

Many teachers have recently said that sometimes a comma is just a matter of style, a subjective choice. I think this is one of those cases. I wouldn't use a comma here, it is not necessary.
In the spoken reproof, the speaker would pause after 'tie' before emphasising and.This is the last time you arrive here without a tie, and you mustn’t arrive late another time!
In the written version, the comma indicates that momentary pause.
