It's an informal way to say "to love".

It means nothing to me. Where did this come from?

Context is always important; labelling is rarely important.

This is a different way of saying 'I love London'.

When referring verbally to such a slogan it's convenient to say 'My t-shirt says "I heart London"' (the word heart being in imaginary inverted commas.

The word "love" is sometimes replaced by a picture of a heart, especially in ads and on bumper stickers. As everyone knows it's absurd to say "I heart you", but it's in these days.

It's quite used on Facebook. A lot of people say "I <3 you", "<3 u" or similar things. (I guess that's why now Facebook automatically turns <3 into ♥).
