    Default reverse a decision

    Dear teacher,

    Please help me understand the sentence below. Does it mean that Japan will reverse its decision and ban weapon-related goods and technologies? or does it mean that it will ease it?

    "Japan abruptly reversed a 45-year-old policy banning the export of weapons-related goods and technologies."

    Please help me understand it. Thank you.

    At face value my inference is that Japan will allow the export of weapons related goods and technologies.

    is it possible that someone will get confused and thought that it means that it will ban weapon sales?

    Not unless there is a comma after 'policy'.
