    Which option is the right one?
    a) Circle the letter of the correct synonym of the underlined word(s).
    b) Circle the letter of the correct synonym for the underlined word(s).
    c) Circle the letter of the correct synonym to the underlined word(s).

    Actually none of them are correct.
    Try "Circle the letter for the correct synonym of the underlined words"

    Oh oh oh! I've read this again and I'm wrong! Sincere apologies!

    Think of it like this: for each of the underlined words there is a corresponding synonym. These have a reference letter - possessive - the letter of the synonym.

    So on more thoughtful reading it should be written - "Circle the letter of the correct synonym or definition for the underlined words."
    So you were quite right in your example b)
