Default fussy

SEKOI
It seems the word has been used for
a long time, but I think we can call
it a slang word meaning 'fussy about
trivial things'.
"He borrowed one dollar from me over a month ago,
but he hasn't returned it to me yet."
"You are SEKOI."
Something like that.
Are there any interesting English equivalents?
Thank you.

I don't have any slang expressions for you but a couple of just standard phrases:

You are being so petty about things.
close-minded
narrow-minded
small-minded

As far as your sentence is concerned you could use a nice little phrase like:
to nickel and dime somebody

ex. " He only owes you a dollar. Stop nickle and diming the poor guy."
