meaning of "as to"

Within the last eight months, he has had three warnings, one fine, and a suspension of his lisence for unsafe driving. The most recent incident occured while his lisence was under suspension. He will serve his sentence in confinement, as to avoid any further media attention.

My question is about "as to" in the above passage. By the way, In the passage, he is a celebrity, for your information. My understanding on the last sentence is as to was used to mean "in order to" or "so as to". If it is the case, why comma is there?
If not what other meaning "as to" can have in this sentence?
I've struggled more than an hour to find the answer for this. Please help.

As far as I'm concerned, it's a typo. It should be "so as to" or "in order to". Is the misspelling of "license" in the original or was it your error?

By the way, if it is the case, is it common to put comma before 'so as to', or 'in order to'?

Second, you mean that normally people do not say "as to" instead of "so as to", right?
