I think your question is wrong. You seem to be asking where to put always in a sentence.
Asking "When should I use 'always'?" means, "In what situations should I use 'always'?" - basically, "What does it mean?"
Assuming that you mean the former, there's usually a choice of where to put the word, as there [usually] is with adverbs in general, [usually].
At the end of the sentence, and between a modal and the main verb are two common places to place an adverb, but there are others.

Thank you for your advise. Sometime i get confuse how to arrange my sentences because I'm always using my native language in my daily conversation. I think the more i use english the more i can understand what are you talking about. Sorry Raymott i can't get you.
Don't you mean all adverbs can be put at the end of the sentences? I have learnt that there are some kinds of adverb which can't be put at the end of the sentence otherwise we use them incorrectly. And I remember adverbs of frequency are of such kinds, so the words 'always', 'often', 'usually', 'sometimes', 'rarely', ... are always put after 'to be' verb or between a modal and the main verb, not put at the end. I am not sure if I get the wrong thing from my bad memory and I hope to see your confirmation as well as other teachers' on this.
