I tend to think that the definite article must be attached with "of" phrases. So I tend to write "the lack of" or "a lack of" instead of just lack of.

I would like to know the difference and when an article is necessary and when it is not before "lack of."

Some examples:
a. There is a lack of water.
b. The plan collasped due to lack of interest.
