    Default "... given over to all means.."

    Again "Young Goodman Brown":

    ", ... there were men of dissolute lives and women of spotted fame, wretches given over to all mean and filthy vice, and suspected even of horrid crimes."

    So what would this marked fragment mean...

    "Mean" and "filthy" are adjectives used to describe "vice."

    "Given over to" here means that they have fallen into these bad habits.

    Of course! It's just that this "mean" mislead me; I associated it with something like "by all means" where "means" derives form totally different meaning of this word... My bad. Should have got it myself.
