2. You look just fine.
What's the difference in meaning between the above sentences?

This is hard to answer with no context. Where I've heard the latter might be like:
1: "Do I look ok?"
2: "Yep."
1: "Are you sure?"
2: "You look fine."
1: "I dunno... are you sure?"
2: "You look just fine." (where "just fine" is emphasized)
The "just" reinforces that everything is OK, and might intimate that the original question is foolish. The last response could be even:
2: "You look just fine. Let's go!"
implying that the 2nd "are you sure?" was superfluous.
