Yes, they're Ok.
Just note that "I'm cross with you" is a little old-fashioned.

You could say 'The light has gone out because the power has been cut off'.
'I am cross with you' is fine.

Some people say "The lights are out" when there is a power cut. There are various phrases in BrE which fit:
The power's off.
The electricity's off.
There's a power cut.
In BrE, "I'm cross with you" is fine. It doesn't have to be after an argument. You can be cross with someone because they have simply done something to annoy you, or because they didn't do something you asked them to etc. It's just a milder form of "angry".
