Jobs wanted only forward, back, and pause buttons, and the team had to convince him to add a menu button. But he drew the line on an on-off button. The answer was simply "No." The player would go to sleep by itself if it wasn't in use.

Does the above mean "he refused or didn't want an on-off button"?
