By the way, please make your titles more relevant to the thread. "I'm confused" (note spelling) does not tell us anything about your question. A good title would have been "Intelligent students are sent abroad" or something similar.

I am also confused science you wrote these sentences in passive voice.
In my country , intelligent students go abroad attending some exams for higher education.
I haven't seen like that one being an intelligent student would be sent abroad for higher education. Maybe it's possible when the government .....But I have no idea............
It could be governments, companies, grant awarders, etc.
