Can we use the phrases in red below in the same context.
1.Jocob is the one to stitch you back up again.
2.Jacob is the one that will stitch you back you again.

Both sentences are grammatical, but what - exactly - do you mean by "in the same context"?
My initial reaction is that these sentences would be employed under different circumstances.

I misread the sentence and did not see the second "you".
"Jacob is the one that will stitch you back up again" would be acceptable.

Let me give you a context.
Regular customer. Who is going to fix my computer?
Helpdesk Agent: Peter is the one to fix it. (Answer 1)
Helpdesk Agent: Peter is the one who will fix it.(Answer 2)
Which answer is more appropriate?
Answer 2.
However, the sentence is a bit awkward.
Why not simply say:
Regular customer. Who is going to fix my computer?
Help-desk Agent: Peter will fix it.
