    Default when out to

    I just received an email from a manager as follows. I do not understand the underlined sentence at all.
    Do you think it's just a miss spelling of “went out to” or “sent out to”?

    Yesterday we provided to you (IT Site Leaders) an updated Spreadsheet for bulk loading of the first wave of AT&T Connect Users. An invitation when out to about 160 users that we have listed as high volume conferencing users. You should have this list in your e-mail inbox.

    Yes, it seems that it should be "went", not "when".
