The bricks are covered with white paint. The writer is saying that although you can see the shape of the bricks the surface of the bricks is not truly exposed because it is painted white.

Whether the bricks can be considered exposed or not is relative and is arguable. If you compare it with brick walls which are commonly plastered over with cement plaster, then it is exposed.
In builiding terms, bare brick finish is called fair face finish.
You can say 'it is painted white'.
