    Default "consider" and "think"

Do native speakers use "consider" as a more formal form of "think"?

    For example,
    1. Microsoft thinks that there is something bright in its future.
    2. Microsoft considers that there is something bright in its future.

Is the only difference between 1 and 2 how formal they are?

In those cases, yes. But in many contexts they're not interchangeable. 'Consider' can also be used in polite language - 'I'd consider it an honour if you...'.
