When you say "That boy never saw 20", do you mean he was under 20
when he died?
And if you say "That boy will never see 20 again", do you mean he is over 20
now?
I'm confused. Please help me understanding them.

Our teachers may ask you for more context. When I think about the one sentence you stated, it can on only refer to the boy's age.
The boy died before he reached the age of 20.
