    Is this sentence all right? which sentence is clearer?

    I was not able to open the document that you emailed to me.

    I could not open the document that you emailed to me.

    Both are fine.

    You could, by the way, omit "to."
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    In the first example, that's the second "to" that could be omitted, not the first.
