#4 is fine. We can use 'here is/are' when we are indicating or offering something. However, if #4 is meant to have a very similar meaning to #3, then it is not natural. We do not normally begin a sentence with 'here' when 'here' is a location rather than an offer/indication. #2 is not natural.
#1 and #3 are , of course, fine.

Context is always important; labelling is rarely important.
