Can I use "of" meaning "out of"? For example
1. Out of 30 customers 10 agreed with the statement.
or
2. Of 30 customers 10 agreed with the statement.

Yes, though I think you need a comma to offset the phrase:
10 of 30 customers agreed with the statement.
becomes
Of 30 customers, 10 agreed with the statement.
