You're on the right track. "sweeping", in this case, means general. Obama wanted to give a speech that discussed many of the concerns of the people (the nation). This would not be a speech, for example, directed at unemployment only, but a speech that spoke of the economy, national defense, unemployment, housing concerns, and on and on.
A sweeping speech is a speech that carries people along, electrifies them, sweeps them away. So in very much the same sense I think sweeping national themes do just that in a speech. Patriotism, for instance, would be such a theme.

I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
I guess what's meant here is that politicians usually deliver their stump speeches in more or less the same fashion, namely pretty much promising the potential voters the moon.
Obama wanted to try something new by giving a speech that is not riddled with lies and promises he wouldn't be able to keep.
