    Default Which word should I use?

    The persistence of dengue fever in Singapore is a challenge to actions against / for environmental management.

    Which word in bold should I use? If neither word is correct, which word should I use? If one of them is correct, I would use 'for'. Am I correct?

    (Something bad) is a challenge to (Something good)

    Something good = actions for environmental management.


    It could also be stated:

    The persistence of dengue fever in Singapore is a challenge to environmental management efforts.
