I have some phrases where I'm not sure wheter to use progressive or simple tenses(my answers are in bold, everything else is given), please check:
(the person is asked how's his Spanish)
1. I guess I'm fluent, but I'd better be; by next January I will have worked on it for ten years. I still make plenty of mistakes, though!
I mean, he's still working on it, so I probably should use the progressive, but I'm not sure.

(the person is describing someone else)
2. "You know how much she keeps her emotions in control." (the other variant is "is keeping")

3. "The spanish women I've met since I got here weren't that way at all!" --- haven't been, by any chance? (at the second)

I agree with emsr2d's thoughts about #1 and #2. I prefer haven't been or aren't for #3, but weren't is fine. It's just a personal preference.
Context is always important; labelling is rarely important.
