I have often a problem when it is about the conditional. For example, if I imagine this narrative:
1.Suddenly she heard a burglar breaking into the house. If she had her gun with her, she would shot him immediately, but instead, she sat in silence hoping that they would not come into her room.
I am not sure if I need also to use "have" in this sentence and say "she would have shot him..
2. The man came into a restaurant, but he changed his mind suddenly, and thought that it would be better if he returned home.
I am not sure if this sentence is correct. Do I need "have" in this sentence, I mean, should the sentence be "it would have been better if he returned home."?

Context is always important; labelling is rarely important.
