Here, the author is criticizing the countries who were involved in one way or another at the moment. I wonder what "lesser coalition members" means. lesser? lesser in what, and lesser than what?
and another question.
Is the author blaming 1) France and Germany 2) lesser coalition members 3) the UNGA?
or 1) France and Germany 2) lesser coalition members and the UNGA? (if this is the case, why 'and' is missing?)
Many can be blamed, including France and Germany themselves, for not having followed up, lesser coalition members, the UNGA for not mustering the collective courage against the bullying by Colin Powell, who said that Uniting for Peace was seen by the US as an “unfriendly act.”
Lesser than the major powers of the coalition. Probably measured by the ability to project force or to have influence in a major way in world events.
This is a very poorly structured sentence, by the way.
