#1 is acceptable, but I find It's not at all easy to answer such a question slightly more natural.
They do not mean exactly the same. #1 suggests that it is quite difficult to answer such a question. #2 suggests that this type of question is at no time easy to answer.Context is always important; labelling is rarely important.
