    Default usage

    I recently said that these presidents " proceeded " Washington instead of succeded because they did not come directly after him, instead there was a gap of several years. Was this correct??

    I wouldn't use it. I think that if you just used the plural and a preoposition like 'after', it would be clear as there's only one president.
