Default Here "not..but.." equals "not only...but also..."?

As these and other technologiesadvance, it will become progressively easier to monitor and maintain ouroverall health. Then it will be up to us. The promise of personalized medicinedepends, finally, not on the tools that become available but on ourdetermination to be informed and willing patients.

No. The promise depends only on our determination, not on the tools.
