    I don't know what the underlined part mean, could anyone help me out?

    I don't know how he can crouch inside a chimney. In any case, he extends his hand upward and feels the bricks. From a starting point, he moves his hand around the chimney and when he is three fourths of the way around, he finds a loose brick. Another way to imagine this is that the loose brick is one-fourth of the way from his hand, if he had moved his hand in the opposite direction. Moving his hand in this direction, he would have found the loose brick faster.

    He could if it was certain kind of chimney common in large houses in the UK built at a time when chimneys were swept by children who climbed up them. I've never lived in such a house, but I've visited many.
