Could someone explain me why the present perfect is used in the following sentence( the discussion is in the past so shouldn't it be past perfect)?

'Michael satisfies the investigator by explaining that he chose Ole Miss because his whole family has gone there'

Could someone explain me why the present perfect is used in the following sentence( the discussion is in the past so shouldn't it be past perfect)?

'Michael satisfies the investigator by explaining that he chose Ole Miss because his whole family has gone there'

The discussion is presented as being in the present, whether it happened in the past or not. It's a present tense narrative. Therefore, consistent with "Michael satisfies ..." we have "...his whole family has been there."
If the discussion had been presented in the past tense, it would read, "Michael satisfied the investigator by explaining that he had chosen Ole Miss because his whole family had gone there."
