Reading and Writing Skills

Hi there,
I want to make IELTS Exam. My problem is writing skills and reading. When I am writing I Write fluently but quality is very poor,I don't know when I use the punctuations, and when I can use certain words like "However, Although"
in my writing.
My reading is slow I want to read vey fast and understand what I am reading ,so that I can unswer the questions.I hear some people say when you are reading an article you have to scan and skim. What is scan and skim? and How can I scan and skim a reading?
