Should 'charge' be in upper case? Mr Teo, who is also the Minister-in--charge of the Civil Service, added: "If officers are found to have abused the trust placed in them, we will not hesitate to take firm and decisive action against them.
Should 'charge' be capitalised since it is part of the title of the position? I think so.

Teacher Re: Should 'charge' be in upper case? No, but you don't need the hyphens either, when the full description is there.
