Default Lady Luck

I have searched the Internet and found the
following site:

Acturally, I don't understand the key point of this story.
I know I'm asking too much, but if someone is interested
in this topic and could give me a very short summary of
the story, I'd be very happy.
1. Is Dance the Lady Luck and give luck to other people?
2. Does Dance herself get good luck?

Itasan, in order to read the article one has to pay:

By the way, "Lady Luck" is something like a good spirit that brings luck your way. Ms Faye Dance was at one time on a lottery show. She drew the lottery numbers. If she drew your numbers, then I guess she could be considered Lady Luck, the lady who brought you luck, but she isn't "Lady Luck". That's a spirit of some sort.
