In answer to your question, if you take credit for something you usually claim that it was your idea in the first place. I don't really understand how that fits in to your specific rather technical sentence. Perhaps the writer invented a machine but he wants to say that he was not responsible for the cap height or the bead. I don't know if that makes sense because I don't understand the terminology.

I know it's a technical sentence but let me make it clear by explaining some of them...

Weld cap hight is the bouffant part of the weld line after welding work.
Weld root penetration means the maximum amount of penetrated weld metal

No credit is taken in calculating permissible static design stress of either a butt or fillet weld for the excess weld metal.

Permissible static design stress is allowed stress
Butt and fillet weld is only the type of weld itself
