I'd say:
Is there a better way of improving your English than by reading.
Is there a better way of improving your English than to read.

I know that doesn't answer your question, which I think is unanswerable in its current form.

Thank you for replying , I recently found out that I only use the ing form after 'than' when it's also a conjunction therefore I would like to know how to correct myself.
