Google will share data by using its new privacy policy.
Google will share data by way of its new privacy policy.
Thank you for saying "thank you" twice! However, you needed a full stop after it each time.
This sort of 'by which' is often used by corporate lawyers trying to justify their clients' misbehaviour.
It probably means 'according to which it is permissible to'.
