Is this sentence correct?
As computers become more advanced, it is possible to carry out more complex medical procedures that had saved lives.
How about this one?

Your sentences both use past tenses (simple and perfect). Mine use present tenses (simple and perfect). You need a present tense here.

N.2 sounds better in terms of tenses. I would use the past simple, but I would replace that with which in that it sounds like a piece of scientific writing.
Alternatively I'd write
As computers become more advanced, it is possible to carry out more complex medical life-saving procedures.

If he is, this isn't a natural English sentence.
If it read "became" and "it was possible", it would be good. But even with was, "which have saved lives" is still better if such operations are still saving lives.

In my opinion, the following three are possible:
As computers become more advanced, it is possible to carry out more complex medical procedures which save lives.
As computers have become more advanced, it has been possible to carry out more complex medical procedures which have saved lives.
As computers became more advanced, it was possible to carry out more complex medical procedures which saved lives.

I agree. They are good sentences. They're not the only possible constructions, but they're a good start for learners.

Sorry I thought you had to choose between the two options.
I think Raymott is right which save/have saved sounds better.
Alternatively I would say
medical life-saving procedures
