When we first got to/ arrived at the restaurant is a more natural start. 'Firstly' is fine if you are going to make a second complaint, beginning with 'secondly' or 'then'.
The second part would be more natural as: 'the decorations, flowers and candles which/that I had asked for were not on the table'.
Context is always important; labelling is rarely important.
