It's possible in the right context, but unlikely.
When you produce these 'Is this sentence correct' threads. blissful, please try to put the sentences them in a context in which you think they might be correct. If you can't think of a context, then don't worry about the sentence - you'll presumably never want to use it.

Hi
At time of speaking, Alan’s wife is talking to a friend about an earlier event.
Alan’s wife says “When he (Alan) came home, the children still didn’t finish dinner.”
Is it correct?

It is possible, but you still have not given sufficient context. I suspect that you mean that at the time of Alan's return, the children were still eating. If so, you need, "When he came home, the children still hadn't finished dinner".

If the children were not taking the dinner, but in reality still did not take their dinner.
Could we say?
"When he came home, the children still didn’t take their dinner".
