The verb here is in the passive voice. To construct the passive, we use an appropriate form of BE plus the past participle of the full verb. 'Past participle' is an unhelpful name for this form of the verb; it often has nothing to do with the past. It is the tense of BE that is the tense of the whole passive construction.
The first one is done. - present simple
The first one was done. - past simple
The first one has been done. - present perfect
The first one is being done. - present continuous/progressive
Context is always important; labelling is rarely important.
