Need a good expression

How would you describe the state of an office that is famous for sending mail out to the wrong recipients, losing employees' paycheques, overlooking bills to be paid, etc.?

The best I can come up with is "Their administration is in a sorry state". But does administration quite hit it? Saying "Their office work is ..." sounds a bit awkward.

I'm really stuck on a subject for this sentence, though. If "administration" is good or perhaps it should be re-structured to read "Their administrative procedures are a complete shambles, a complete mess, are in a sorry state, etc."

I don't know - something just seems to be a little off.

You could say:

"Their admin is in a sorry state."
"Their admin is a complete shambles."
"Their Admin department is hopeless."
"Their Admin department is at best incompetent, and at worst criminally negligent."

(I know who you're talking about...)
