Of course I did before posting. But I was overwhelmed by so many definitions from my E-C, E-E dicts...

There are only three definitions of the noun ‘tender’here: Definition of tender | Collins English Dictionary
Only the first two definitions of the noun ‘bid’ here can be relevant: Definition of bid | Collins English Dictionary
