A hotel is incapable of doing anything, it can't put effort into things. It's an inanimate object. The management and the staff are the ones who might be slacking - if they're not working hard during the off season.
Are you trying to say that the hotel doesn't get many bookings and doesn't make much money during the off season?
Consider down time or off season to describe what you mean.
I have heard of "slackers" but I've never seen or heard it used as a verb or adjective.
If you mean that fewer guests come to say, you could say that business/trade slackens off.
Context is always important; labelling is rarely important.
If you mean the staff's attention to detail and pace of work suffers, then I wouldn't speak of the hotel slacking. I would say that the staff slacks off.
In the off-season, business at the hotel is slack.
